Military, first responders, teachers and nurses
Charleston Home Buying Programs for Military, First Responders, Teachers and Nurses
By Blake Heron, Realtor, Heron Homes CHS with eXp Realty.
South Carolina has real help for people who serve, but it is spread across SC Housing, the Department of Revenue, the VA, HUD and a few builders, and the best program closes within weeks each spring. This page puts it in one place, checked against each official source on October 23, 2026.
Blake's read on the market. The buyers who get Palmetto Heroes are the ones who are pre approved and under contract the week it opens. In 2026 it opened March 16 and closed April 13. If you teach, nurse, wear a badge or serve, the time to get ready for the 2027 round is this winter. Near Joint Base Charleston, Goose Creek and Ladson still have a September median sale price under $345K, and supply is tight at 3 to 4 months, so a buyer who waits until spring to start looking competes with everyone else who did the same.
What you can use, by profession
Military and veterans
- VA home loans through any VA approved lender. Your Certificate of Eligibility shows the lender you qualify, and veterans who receive VA disability pay are exempt from the VA funding fee.
- The 4% property tax rate if your permanent duty station is in South Carolina, even if your legal home is another state. File a copy of your orders with the county assessor. If you already have the 4% rate and get PCS orders or a temporary duty assignment of a year or more, you keep it as long as you stay on active duty, even if you rent the home out.
- No South Carolina income tax on military retirement pay, at any age, including Guard and Reserve retirement.
- No property tax on the home and up to 5 acres for veterans rated totally and permanently disabled from a service connected disability.
- Palmetto Heroes covers active duty, veterans and SC Guard and Reservists, and veterans can get a one time waiver of SC Housing’s first time buyer rule in Charleston County.
- D.R. Horton advertises up to $5,000 toward a fence for military members and veterans on select inventory homes, contract on or after October 1 and closing by December 31, 2026.
Teachers
- Palmetto Heroes covers classroom teachers, librarians, guidance counselors, school psychologists, speech language pathologists and college professors. The SC Department of Education promotes it as its Teacher Housing Initiative.
- HUD Good Neighbor Next Door covers pre K through 12th grade teachers who buy in the area they serve.
- David Weekley offers $1,000 in Flex Dollars to teachers on Charleston area homes bought by December 31, 2026, presented before you sign. Using it as a financing incentive requires Grace Home Lending, the builder’s affiliated lender.
Nurses and healthcare
- Palmetto Heroes covers CNAs, LPNs, RNs, phlebotomists, pharmacy and X ray techs, audiology and hearing techs, occupational, physical and respiratory therapists, dental hygienists, dental assistants and social workers.
- David Weekley’s Hometown Heroes offer covers active medical personnel with proof of employment.
Police, firefighters and EMTs
- Palmetto Heroes covers police, DNR officers, TSA officers, parole officers, corrections and detention officers, full time and volunteer firefighters, EMTs and paramedics.
- HUD Good Neighbor Next Door covers full time law enforcement, firefighters and EMTs.
- The surviving spouse of an officer or firefighter killed in the line of duty, and an officer or firefighter totally and permanently disabled in SC service, can exempt the home from property tax.
- First responder retirement pay is still taxed by South Carolina. Bills to exempt it, S.64 and H.3416, never made it out of committee.
Palmetto Heroes, the big one
Palmetto Heroes is SC Housing’s yearly program for teachers, healthcare workers, first responders, law enforcement, active duty military, veterans and SC Guard and Reservists. It pairs an SC Housing home loan with help at closing, through SC Housing’s network of participating lenders. It is first come, first served, and SC Housing calls it an annual offering. It is closed for 2026 and the 2027 dates are not announced yet.
Buyers must meet SC Housing’s first time homebuyer rules, which change by county, and stay under its income and home price limits. These are SC Housing’s 2026 to 2027 Homebuyer Program limits, which stay in effect until HUD releases 2027 figures.
Charleston County
Income limit $117,500 for 1 or 2 people, $135,125 for 3 or more. Home price limit $450,000.
First time buyer rule, no home owned in the past 3 years. Veterans can get a one time waiver.
Berkeley County
Income limit $141,000 for 1 or 2 people, $164,500 for 3 or more. Home price limit $450,000.
First time buyer rule, you cannot own a home at closing. Owning one in the past 3 years is fine.
Dorchester County
Income limit $141,000 for 1 or 2 people, $164,500 for 3 or more. Home price limit $450,000.
First time buyer rule, you cannot own a home at closing. Owning one in the past 3 years is fine.
These are SC Housing’s Homebuyer Program limits. Palmetto Heroes uses SC Housing’s first time homebuyer requirements, so confirm your numbers with an SC Housing lender.
How to be ready before it opens
- Get pre approved with an SC Housing lender by February. Palmetto Heroes only works through SC Housing’s participating lenders, and they get busy the day it opens.
- Take the homebuyer education course early. SC Housing requires a homebuyer education course before loan approval.
- Have proof of your job ready. A recent pay stub, badge, license or military ID, depending on your profession.
- Start touring in January and February. You need a signed contract on a home before funds can be reserved, so the buyers who already found their home are first in line.
- Stay under the limits. Shop at or below $450,000 and check your household income against your county’s limit above.
- Get the opening day alert. Text HEROES to 843-718-6338 to get one text from me when SC Housing announces the next round. Reply STOP anytime.
Open now, all year
SC Housing Homebuyer Program
The same SC Housing loan and help at closing, open all year to first time buyers under the same county rules and limits. It works with FHA, VA, USDA and conventional loans, and it is the fallback when Palmetto Heroes is closed.
City of Charleston Homeownership Initiative
Open to households earning 50% to 120% of area median income who have not owned a home in the past 3 years, currently offering the Juniper Townhomes in West Ashley. It is open to everyone, not just heroes, and the homes carry a long term affordability covenant.
North Charleston workforce homes
Live 5 News reported in July 2026 that the City of North Charleston and the nonprofit Free Lunch, Inc. are building homes on city land for income qualified buyers, aimed at working families like teachers, first responders and healthcare workers. There is no official program page yet, so ask the City of North Charleston for current eligibility.
HUD Good Neighbor Next Door
Police, firefighters, EMTs and pre K through 12 teachers can buy HUD homes in revitalization areas at half off list price, and must live there 3 years. On October 23, 2026 HUD had no eligible homes in Charleston, Berkeley or Dorchester counties, so treat it as a long shot here.
Near Joint Base Charleston, what homes sell for
September 2026 median sale price by town, all residential, Charleston MLS. Sales are October 2025 through September 2026.
Joint Base Charleston has two main locations, the Air Base in North Charleston and the Weapons Station in Goose Creek. Goose Creek, Hanahan and Ladson are the short drives to the Weapons Station, and North Charleston and Summerville cover the Air Base. The base Military Housing Office helps with off base housing and asks members to check in before signing a lease or purchase contract, so loop them in early.
Tax breaks that follow you after closing
The 4% rate
Your own home is taxed at 4% of its value instead of 6%, but only if you apply. Active duty members stationed in South Carolina qualify even when their legal home is another state. See the SC property tax guide for the county steps.
Disabled veterans
A veteran rated totally and permanently disabled from a service connected disability pays no property tax on the home and up to 5 acres, plus up to two vehicles. Apply with SCDOR online through MyDORWAY or on form PT 401 I. A VA rating letter alone is not enough, you need the VA certificate of total and permanent disability.
Homestead exemption
Homeowners 65 and older, totally and permanently disabled or legally blind can exempt the first $50,000 of value on their home after a full calendar year as an SC resident. Ask your county auditor whether any temporary increase applies for the current tax year.
Military retirement pay
All military retirement pay is exempt from South Carolina income tax at any age, and a surviving spouse can claim it too. First responder retirement pay is not exempt.
Questions heroes ask me
When does Palmetto Heroes open in 2027?
SC Housing has not announced it yet. It has opened in the spring, and the 2026 round opened March 16 and closed April 13, about four weeks later. Plan on early spring and be ready by February.
Do I have to be a first time buyer?
For Palmetto Heroes and the SC Housing Homebuyer Program, it depends on the county. In Charleston County you cannot have owned a home in the past 3 years, unless you are a veteran using the one time waiver. In Berkeley and Dorchester counties you just cannot own a home at closing.
Can I use a VA loan with Palmetto Heroes?
Yes. SC Housing allows FHA, VA, USDA and conventional loans through its participating lenders.
I am stationed at Joint Base Charleston but my legal home is another state. Do I get the 4% tax rate?
Yes, if your permanent duty station is in South Carolina. File a copy of your orders with the county assessor, which is enough proof under state law, and apply by the county deadline.
Are there Good Neighbor Next Door homes in Charleston right now?
Not when I checked on October 23, 2026. HUD Home Store showed none in Charleston, Berkeley or Dorchester counties. They are rare here, so do not plan around one.
